About Carbon Mandate

Carbon Mandate prepares the CBAM declaration files your EU customers need.

We compile production data, format it to the EU CBAM schema, and hand the file to your EU customer ready for them to submit. Carbon Mandate is an expert-led preparation service with human review, built for the definitive phase of the regulation.

Why we exist

EU importers are now liable for emissions data they did not produce.

Since 1 January 2026, every EU importer has been required to report the carbon embedded in goods they purchase from non-EU producers. Incomplete data, the wrong format, or a file that does not match the EU CBAM schema all land back with the importer, and the consignment waits.

Carbon Mandate exists so neither side of the trade absorbs that cost. We bridge what the exporter already has and what the importer is now required to submit.

What we are

A CBAM file preparation service, with expert review built in.

We extract carbon figures from the production data and ESG reports you already have. Our specialists review the extraction, and a series of structural and content checks run on every file before it leaves us.

The output is a CBAM-formatted XML file your EU customer can submit. One service, end to end: data in, file out.

The boundary

Preparing the file, never filing it. That is your importer’s protection.

The declarant of record, your EU importer, submits the declaration to the EU Registry and retains full control of their authorisation. We prepare the file; they submit it.

That separation keeps regulatory liability where it belongs and means no conflict on the data passed across the border.

Built directly on Regulation (EU) 2023/956.

Carbon Mandate is built on Regulation (EU) 2023/956 and its implementing acts. The definitive phase has applied since 1 January 2026. The first annual CBAM declaration is due on 30 September 2027 for 2026 imports, with a €100 per excess-tonne penalty under Article 26.
