What verifiers ask first

Does Carbon Mandate verify, or sign the assurance opinion?
No. Carbon Mandate runs the pre-verification screening — it ingests data, screens it against the CBAM methodology, and surfaces findings. The accredited verifier determines materiality, issues the assurance opinion, and signs the report. Independence is untouched.
What accreditation governs CBAM verifiers?
Accredited CBAM verifiers are accredited against EN ISO/IEC 17029:2019 by an EU national accreditation body, building on the EU ETS accreditation framework — Implementing Regulation (EU) 2018/2067 — and its Annex I activity groups. See Delegated Regulation (EU) 2025/2551.
What assurance level does CBAM verification require?
Reasonable assurance. The verifier must reduce verification risk to an acceptable level to obtain reasonable assurance that the emissions report is free from material misstatement. See Implementing Regulation (EU) 2025/2546, Article 3.
Is a physical site visit mandatory?
Yes. A physical visit to the installation is required in the first verification year and cannot be waived. From 2027 a visit may be replaced or waived only under the narrow low-risk conditions in the verification rules, with a physical visit at least once every two reporting periods. See Implementing Regulation (EU) 2025/2546, Recital 3 and Article 3.
What does the accredited team receive?
