CBAM is paid and filed by the EU importer of record. But the file they submit is built on installation-level emissions data the non-EU exporter supplies. If your data is missing or wrong, your EU buyer falls back to default values and the cost lands back on you in the next contract.
We are a preparer, not a filer, and never the verifier. Expert-reviewed installation-level data goes in; a CBAM XML prepared to the EU CBAM schema comes out. Your EU buyer submits it as the authorised CBAM declarant.
Annex I of Regulation (EU) 2023/956 covers iron and steel, aluminium, cement, fertilisers, electricity, and hydrogen — including downstream goods like screws, tubes, and structural sections.
Implementing Regulation (EU) 2025/2621 applies a markup on top of the default emissions value to incentivise reported actuals — 10% in 2026, 20% in 2027, and 30% from 2028 onwards across iron and steel, aluminium, and cement. Default values themselves are typically set well above installation-level actuals, so the per-tonne CBAM cost is materially higher when measured facility data is missing.
